Well, Cyanuric Acid often blocks Chlorine from doing it's job, if the levels get too high.  An industry standard formula is that the pool requires 7.5% of the total CYA reading in chlorine parts per million (PPM) to even work effectively.

For example, if your CYA level is at 40ppm, the start point that your chlorine will need to be in order to kill bacteria is 3ppm.  If your chlorine drops under a 3ppm, the chlorine will become way less effective, and signs of cloudy water & algae growth may start to appear.
